With laissez-faire transactional leadership, there is a minimal amount of input from the leader. Instead, the leader provides a basic framework and resources, and the employees are left to manage themselves. This type of leadership works best in environments where employees are highly skilled, highly motivated, and capable of handling tasks with minimal supervision.
